Dear CBO Colleagues:
As you know, the recently enacted state budget containsmultiple deferrals in apportionment payments to community college districts. The first is the year-end deferral that has been part of the community college budget for the past few years which pushes $200 million from May and June into the July payment. The second is a new deferral of $340 million in payments from January, February, March, and April to be repaid in July 2009. The last is a deferral of $200 million from the July 2009 payment that will be repaid in October 2009.
In order to assist you in your budget planning, we have prepared a district-level simulation of the deferrals. The attached spreadsheet SIMULATES the impact of the budget act deferrals on each district’s cash payments for the remainder of the current fiscal year. Please note that since this simulation models only the current year payment schedule, it does not display the impact of the $200 million July 2009 to October 2009 deferral that will occur next fiscal year. This document represents our best attempt to model the impacts of the deferrals on individual districts, however, the official allocations will be determined pursuant to the regular apportionment process.
